  1. This course may be completed through Prior Learning Assessment (PLA) if the student has completed either option A or B:
  • Option A: Master Exercise Practitioner Program (MEPP) through the Federal Emergency Management Agency's Emergency Management Institute.
  • Option B: IS-100 Introduction to Incident Command System "ICS-100" (FEMA), IS-120 An Introduction to Exercises (FEMA), IS-130 How to be an Exercise Evaluator (FEMA), IS-200 Basic Incident Command System for Initial Response "ICS-200" (FEMA), IS-230 Fundamentals of Emergency Management (FEMA), IS-235 Emergency Planning (FEMA), IS-700 An Introduction to the National Incident Management System (FEMA), IS-800 An Introduction to the National Response Framework (FEMA), IS-2200 Basic Emergency Operations Center Functions (FEMA), and E/L/K0146 Homeland Security Exercise and Evaluation Program Training (FEMA).
VI. Catalog Course Description
This course prepares students to design, plan, conduct, and evaluate exercises to determine community preparedness. Students are introduced to the Homeland Security Exercise and Evaluation Program (HSEEP). Critical issues examined include: coordination, business recovery, damage assessment, hazard vulnerability analysis, risk management, and agency interaction.
VII. Required Course Content and Direction
  1. Course Learning Goals

    Students will:
    1. Analyze the theory of pre-planning;
    2. Analyze the process of planning, designing, and conducting disaster drills and develop the appropriate documentation;
    3. Develop and implement an evaluation of disaster drills and emergency management exercises including an after action review;
    4. Analyze the components of the Homeland Security Exercise and Evaluation (HSEEP) program including the various types of exercises and their benefits;
    5. Demonstrate development of a situation manual; and
    6. Develop a tabletop exercise.
